The move comes after Seoul asked Tokyo this past fall to review records involving around 40,000 forced Korean laborers. The records of other forced Korean laborers could not be verified.

A senior Air Force officer made these remarks at a parliamentary audit of the Air Force a few days ago. By coincidence, China on the same day made headlines all over the world with the successful launch of its first lunar probe. The Air Force report is of great significance in that it reveals for the first time the military's concrete plans for building up Korea's space war capabilities. Yet the report attracted very little media attention, overshadowed as it was by China's launch.
According to the report, by 2015 the Air Force plans to have completed the infrastructure for its outer space operations. During this stage, the Air Force will set up a joint military-private sector satellite ranging project and install a ballistic missile early warning radar system by 2012.
In the second stage (2016-2025),[link widoczny dla zalogowanych], the Air Force will build an optical and laser-based space surveillance system and deploy warfare-ready laser weapons on the ground. For the third stage (after 2025), the Air Force has set an ambitious goal of building an Air Force space command,[link widoczny dla zalogowanych], including the deployment of laser weapons in the air and in space. If all these plans materialize, South Korea will have a space military program the equal of so-called "star wars" programs.
It sounds like science fiction. Some critics say the plan is unrealistic and doesn't take into account the astronomical expenses,[link widoczny dla zalogowanych], while others question the rationality,[link widoczny dla zalogowanych], wondering if there's any need for Korea to push for a program that only a big country can implement. But many other experts say that South Korea is falling behind in the space race,[link widoczny dla zalogowanych], with neighboring powers such as China and Japan already busy executing advanced space plans.
Recently China has been the most conspicuous power working in this area. On Jan. 11,[link widoczny dla zalogowanych], China successfully tested a direct-ascent, kinetic-kill anti-satellite (ASAT) rocket -- which is believed to be a remodeled KT-1 solid-propellant rocket -- destroying an inactive Chinese weather satellite (launched in 1999) some 865 km up. The destruction of the satellite stunned the world.
China tested its first anti-satellite rocket in 2005. Later,[link widoczny dla zalogowanych], it reportedly used a ground-based laser weapon to jam an American spy satellite orbiting hundreds of kilometers overhead. China is also expected to complete a satellite navigation system by 2011 which could be used in guiding cruise missiles.
Japan has also sped up its plans to launch spy satellites,[link widoczny dla zalogowanych], using North Korea's test firing of Daepodong missiles as an excuse. Now four Japanese reconnaissance satellites are orbiting the earth, shooting photos of the Korean Peninsula and elsewhere once a day.
The problem is, we can't escape these maneuvers by our neighbors. Five of South Korea's nine satellites are within the range of the anti-satellite rocket that China tested early this year. Among those vulnerable to attack is Arirang-2, a strategically very important satellite due to its dual purpose as a reconnaissance craft.
We also are at a loss as to how to respond to the Japanese spy satellites, because we have no idea when and where they pass over our country,[link widoczny dla zalogowanych], taking photographs of sensitive facilities every day. We need a satellite laser ranging (SLR) system, as well as optical telescopes. Unfortunately we don't have such equipment.
This is why our country needs to begin considering the military uses of space, however belatedly. If we are irresolute and we hesitate, we might have to watch as space, a very important area for our national security,[link widoczny dla zalogowanych], is dominated by our neighbors.

China also ruled out the possibility of imposing sanctions on North Korea to force it back to the disarmament talks. The Foreign Ministry spokesman said Beijing had official and normal trade relations with Pyongyang,[link widoczny dla zalogowanych], which should not be linked with the nuclear issue. China is reluctant to adopt a tougher stance against North Korea.
Meanwhile,[link widoczny dla zalogowanych], a high-level Chinese source said that both China and North Korea are exploring the best timing for a summit,[link widoczny dla zalogowanych], which may be held shortly before or after the next round of the six party talks.
The comments followed a report quoting a top U.S. state-department official that Chinese President Hu Jintao may hold off his visit to Pyongyang,[link widoczny dla zalogowanych], indicating his unhappiness with the North pulling out of the six party talks.
